On August 29, Governor Jerry Brown signed a bill banning bullhooks and other cruel training weapons for elephants. Then, yesterday, he signed a budget bill that included a provision to phase out orca captivity in the state. With these two laws, California continues to distinguish itself as a leader in compassionate animal welfare legislation and paves the way for other states to follow.
