If passed by voters, this initiative would amend the state constitution concerning citizens’ initiative and referendum petitions. Amendment 38 would expand the ability of citizens to propose changes to state laws and local ordinances or resolutions by extending the petition process to all levels of Colorado’s governments that use a legislative process, including school districts and counties. In addition, the Amendment would require voter approval for future petition laws and for changes to certain voter approved petitions.

The overall effect of these changes is to likely increase the number of citizen initiatives placed before voters and to protect citizens’ rights to go to the ballot for animal protection measures.
